Attending the French national carsharing day 2025: National momentum for inclusive carsharing

On 4 December 2025, Paris Grande Métropole, a partner in the STEER-NWE project, took part in the National Carsharing Day, held in Montpellier. The event brought together around 200 participants, including carsharing operators, public authorities, researchers, and elected officials, creating a strong platform for exchange on the future of shared mobility in France.

Paris Grande Métropole joined a dedicated workshop on inclusive carsharing, where several electric and solidarity-based carsharing initiatives were presented. These exchanges offered valuable inspiration for STEER-NWE’s upcoming pilots, particularly on how carsharing services can better address transport poverty, support vulnerable groups, and improve access to mobility in both urban and peri-urban contexts.

France launches a national carsharing strategy

A major highlight of the day was the announcement of France’s first national carsharing strategy, presented via recorded message by Philippe Tabarot, Minister of Transport. In his address, the Minister underlined the growing role of carsharing in the national mobility system:

Carsharing has a rightful place in the mobility offer that should be made available to our fellow citizens. (…) We have set ourselves an ambitious objective: more than 70,000 vehicles should be in carsharing by 2031.”

The strategy confirms strong political recognition of carsharing as a cost-efficient, low-carbon, and socially inclusive mobility solution. It outlines several priority actions, including simplifying user registration, improving the visibility of carsharing in travel planning tools, facilitating the deployment of carsharing stations, and testing the use of public-sector fleets for broader carsharing purposes.

These announcements were reinforced by the presentation of a national study by ADEME (Agence de la transition écologique), showing strong growth in station-based carsharing and significant long-term potential. The study estimates that up to 6 million people in France, around 10% of the population, could adopt carsharing in the long run, compared to around 1 million users today. It also highlights clear environmental benefits, with shared vehicles replacing multiple private cars and encouraging a shift towards public transport and more sustainable travel behaviour.

Why this matters for STEER-NWE

The French national carsharing strategy strongly aligns with the objectives of STEER-NWE. It validates the project’s focus on integrating e-carsharing into wider urban systems and confirms the importance of supportive governance, clear policy signals, and inclusive service design. Insights from the event and the workshop on inclusive carsharing will directly inform STEER-NWE’s pilots, Toolkit, and Roadmap, supporting the project’s ambition to scale up fair and energy-efficient mobility solutions across North-West Europe.
